What the Browser Does During Extraction

Your browser reads the MP4 as an ArrayBuffer and passes it to AudioContext.decodeAudioData(). The browser's built-in codec decodes the AAC audio stream inside the MP4 to raw PCM data. That PCM data is then encoded into a standard 16-bit WAV file and offered as a download. The video track is discarded. Nothing leaves your device.

Will the WAV audio be the same quality as the audio in the MP4?

The WAV output is 16-bit PCM at the sample rate of the decoded audio. The audio inside most MP4 files is AAC (lossy), so the WAV is uncompressed but the quality ceiling is that of the original AAC encoding. You are not losing additional quality by extracting to WAV, but you are not recovering quality that was lost when the AAC was originally encoded.

What audio codec is inside an MP4?
