Quality: What Lossy-to-Lossy Conversion Means

Both WMA and MP3 are lossy formats that discard audio data the encoder judges imperceptible at its target bitrate. Converting WMA to MP3 chains two lossy passes: the first was applied during the original WMA encoding, and the second during re-encoding to MP3. The quality ceiling is already set by the original WMA encoding. At a high MP3 output bitrate (192 kbps or above), the additional degradation from the second pass is small and generally not noticeable in normal listening.
