A raw .aac file contains an ADTS-framed AAC bitstream with minimal framing overhead and no container structure. An .m4a file places the same AAC bitstream inside an MPEG-4 Part 14 container — the same container format as .mp4 — with added support for metadata tags, chapter markers, cover art, and seek tables. The audio data is identical; the difference is entirely in the packaging around it.

Metadata Support: What M4A Can Hold That Raw AAC Cannot

The M4A container uses iTunes metadata atoms (the MP4 metadata format) to store rich tag information. A properly tagged M4A includes track title, artist, album artist, album name, release year, genre, disc and track number, embedded cover art, lyrics, and chapter markers for audiobooks and podcasts. None of this information can be stored in a raw ADTS AAC file. Converting to M4A is the prerequisite for adding or reading any of this metadata.
